In the near future, crime in the United States escalates to unprecedented levels. In response, televised public executions are instituted as a mass deterrent. In addition, the Bill of Rights is rescinded and the police are nationalized and militarized. After witnessing the assassination of a famous civil rights leader, former computer programmer Peter Rayne is drawn into a countrywide conflict pitting ordinary Americans against an increasingly authoritarian government. Investigating the assassination, Rayne uncovers a complex web of government lies and conspiracies that have apocalyptic implications. Making contact with the leader of an underground organization, Rayne is sent on a suicide mission in the capitol city to sabotage the city's computerized defenses. If he succeeds, an army of underground freedom fighters is poised to launch a violent nationwide rebellion.
