Final instalment of the Japanese sci-fi anime trilogy directed by Fumihiko Takayama. Although the use of Patrol Labors is preferred for combating crimes, there are not enough available and so when a series of attacks on Labors are committed, police detectives Shinichiro Hata (voice of Hiroaki Hirata) and Takeshi Kusumi (Katsuhiko Watabiki) are assigned to investigate. As they dig deeper, they uncover a military conspiracy involving a secret biological weapon programme that endangers the lives of every citizen of Tokyo.
