Publisher Marketing: This paper looks at Mali as a solution to the possibility of basing or forward basing of United States Africa Command. The command should be based in Mali because of its strong democracy, its emerging economy and its role as a key ally to the United States on the Global War on Terror. Infastructure, democracy, military cooperation and the ability for future strategic communication intiatives point to Mali as the best base or forward base for USAFRICOM. In addition to the partnership with the United States in the Global War on Terror, Mali is making great progress in its economy and the development of the nation's infrastructure. Mali is developing its country and improving the lives of its citizens. The country is working with the Millenium Challenge Fund and private companies to diversify it economy and bring in outside investments. They are working on potential biodiesel products that can help with the world's dependence on oil. Mali leads the region and the country in banking and is seen as a model for other countries. Mali is also a growing Muslim democracy in the region. The United States has pointed to it as the model of government for other struggling countries in Africa. Our National Security Strategy points to the need to assist this developing democracy.
