In 1891, responding to corruption and mismanagement, and under pressure from western commercial interests, the U. S. Congress denied funding for the Interior Department's park operations. The Interior Secretary appealed to the Secretary of War for military assistance to patrol and protect the parks. One of the units selected for this duty was the Ninth Cavalry. First Sergeant Ben Carter and his elite detachment, stationed at Fort Union in New Mexico Territory, were assigned to be an advance party in Yosemite Park in California, a park under the control of the state, and which is a prime target for commercial exploitation.
