Maureen is killed by a sniper on her way home at a shopping center. Jay is angry and confused. He was supposed to be protecting the country from harm. Now, his wife is gone. During the ensuing interviews on TV about the shooting, the president of the ARA continues to tell the public that its the person not the gun that is to blame. Jay's temper increases and he begins to plot his retaliation for his wife's loss. He was a sniper in Afghanistan, himself, and he understands the relationship between man and gun. The man may pull the trigger but the weapon does the killing. He embarks on a plan to kill the board of directors of the ARA. The only person in his way is FBI agent Sara Brady. She is closing in on him, as he systematically kills several board members and then decides to up the ante.
