Mr. Tod is a fox that no one can call "nice", and Tommy Brock is a badger who frequently inhabits one or another of Mr. Tod's houses whenever he fancies. Tommy Brock steals all seven of Benjamin Bunny's baby rabbits while Old Mr. Bouncer, who was supposed to be watching them, was asleep. Benjamin sets off to find his babies and gets his cousin, Peter Rabbit, to help. Mr. Tod, Tommy Brock, Benjamin, and Peter all come together at Mr. Tod's house at the top of Bull Banks, where the trouble gets worse.
